I would argue that given your application you still need more time to learn the rules before being put in a position to enforce them. For example your third acceptable KOS reason is not always true as if the user has announced they picked up a T weapon they cannot be KOSed for having one and your example of RDM is also situational, as even if you are walking along peacefully there are reasons a innocent player can kill you and it not be RDM.
