That is his steamID, just checked it with the server logs. You currently have 4 recent punishments all from the last 3 days. These punishments stay recent for 2 weeks so I would personally like to see another week to show you can follow the rules better, as a moderator you're going to be enforcing the rules and if you break them you cannot follow them you won't be able to enforce them properly.
