If you use it once to heal from 1 hp to 100 hp and he doesn't tell you to stop as you're doing it then yeah, he can't kill you. However if you're doing it and he orders you to stop what you are doing then you should oblige to that command and stop. If you refuse then he can actually kill you.

see its clear to me that Oli wasn't sure on the rules around health stations so I see this as quite a harsh punishment. Simply explaining the situation and how he should stop people from using the health stations would have sufficed.
