I mean it's relatively clear. Same as with lockdowns, if the command the higher-up is giving you is breaking a rule then you should not follow it. If you do, you - but especially the one that gave the order - is to blame and will be punished. However if you refuse to adhere to the higher-up's direct order (that does not break any other rule) then you will be punished.
