Why would a swat leader have any power in a PD?
Common sense says the Police Chief is the one who gives orders but it doesn't say anywhere in the rules that either of these roles has any "power" over a regular cop.

It's fucking common sense to think the swat LEADER is supposed to give commands and orders to the police force, as of which they should obey
