So if I nuke and my group has 0 guns out cops can’t raid without scan?

No the idea is that when a nuclear device is active in the city the police suspend some of your rights as citizens for the greater good. Durning a nuke I would think the police would be justified to enter any base under the guise of checking for a nuke.
