I am always of the opinion that before an official should be placed the Lead Team should approach the staff member to enquire as to why they have done what they did - in this case, being inactive. Otherwise you get this "gap" between the Lead Team and the staff team, where to staff it feels like nobody within the Lead Team cares about them or their wellbeing.

I'd say this is a prime example of such a situation, and I would like to emphasise how important it is that these things do not happen to ensure a cohesive, an effective but most importantly a joyous staff team that actually enjoys the work that its doing and feels like their work is appreciated.
