Just remove it and instead put in something better like a server 2 for TTT or a completely different gamemode that is popular in the gmod comunnity and let the staff keep their rank in the next gamemode and if they don't like it they can resign or whatever. Like yea you would have to go through all the shit of starting from nothing but it would be worth it. Murder is just a dead server that gets it spike of players from time to time.
