It's innocent until proven guilty not guilty until proven innocent lul. It's on the admin to check console to see if it was a disconnect or crash and if they straight banned them without checking then that's on them. Shit or do what I did when it happened just wait a couple minutes in case I was wrong and it was, in fact, a crash and they returned then continue speaking with them. Either that or in the instance of a jail which is one of the most common punishments, you can't force someone to stay on the server and wait the timer. If they want to leave they can as long as they do not return to the server until the duration of the jail would've been up. Either way, the punishment is still on their sheet and they served it by either staying and waiting or not playing on our server for the duration of the punishment.
