Just because you can handle an appeal after 24 hours without speaking to the staff member doesn't mean you should, especially if it negatively impacts the user. In this case speaking to the staff member would literally make a world of a difference, so why not wait longer for the staff member to come online, or hand the appeal over to someone who lives in a similar timezone to the staff member and will be able to deal with this?
