I agree with Raeker that this punishment is fully valid and i don't see much of a reason to accept it especially without talking to Harry first. The thing that was said could easily be argued that it was racist and under the new discrimination stuff Harry was well within his right to ban him and the punishment is valid. 0 tolerance.
