I could see this working, you walk up to an unidentified body and take their name and perhaps even their skin (Cause you know there will be those people who will be like "THAT'S NOT THE SKIN THEY USE! KOS THEM!") I don't see there being a problem with the possibility of RDM as long as this was kept to MIA or even Dead, and just to make sure it wasn't being constantly abused, I would say a one use disguise on a body, cause I can definitely see someone just going around constantly changing their name in order to confuse people.
