Suggestion Title: Police Auctions

How would it benefit the server: Well as of now, whenever somebody gets arrested with a special weapon out, it's gone forever. However what this would is essentially save the item and put it on an auction house where people can bid on.

I can see people disagreeing with this as maybe people will think it's "useless" or the fact that it will save some items from going near extinct but the fact is this will make players want to arrest people over just killing them as then they could snatch it up for a bargain afterwards, not to mention that this will improve roleplay as it will give a more realistic appeal to the server.

Potential Issues/Exploits: This could be very hard to code but don't quote me on that as I have 0 knowledge of coding and there could easily be exploits to begin with
