No, they're not, but similarily staff don't have any extra rights by saying "handling". Therefore I believe staff should do the respectable thing and let whichever staff member the user has selected handle it.

thats why i was unsure if this was allowed but if it is aek handle so might be confusing what i wrote but to summarise

i thought it can't be locked to 1 specific staff member so if it is allowed aek takes if not i wanted it but its ok
