Rule 2.2 does clearly state that KOSes should be made in text chat.

KOSes are perfectly fine if done over voice chat. Rule 2.2 is only for warnings to other players, like when you are asking them to do something like to test or stop blocking. This is because it would be unfair if they for what ever reason could not hear the person talking. With a KOS this is not the case, there is no rule even saying one must be called before killing someone.
