No it will not, as stated by the policies, we must validate whether or not he has permission in the meeting.

Applications should be entered regardless of their eligibility, if the application is not eligible to be voted on this must be decided within the meeting itself.

Your application will be reviewed in the meeting, if the person(s) cannot confirm giving you permission you will be denied so if you don't have permission to reapply for Admin from any Head Admin you should be asking them before the meeting to ensure such things don't happen.
