I am not sure if you can apply for Vein server yet, and I believe there is no need for more admins there.
But you could be less lazy and write a new application instead of copying your old one.
The reason i used this one which i already used was because i felt it was good enough and because the reason it was denied was because of the server i applied to you could not apply to be admin for. So i didn't see anything wrong with reusing my application.
