Suggestion Title: Admins can see *Dead* chat whilst alive

How would it benefit the server: It would mean that staff could see rule breaking when they are alive if it happens in dead chat and they're the only staff online

Potential Issues/Exploits: Staff could also see stuff such as e.g. "Yankie Is murderer"
