He wasn't supposed to be banned because he doesn't have enough recents for it. He was jailed for whichever rule he broke, which I assume is your situation, and that's that. He was unbanned because he shouldn't have been banned in the first place.

Also to add-on, he also got banned for "LTAP," which was eventually found false as he waited the time and joined after the original jail time.
