I don't know how you can even consider that raiding the pd when they all were just sitting on the balcony. There were no cops, there were no guns (besides the m202 from what I saw) until john pulled out a gluon and ripped the acs. No where was there indication of even an INTENT to raid the PD. So no, this really can't be considered a raid or even a backstab for that matter.

That makes no sense for this to be considered a raid and you all know it.

well, if its part of the pd it can be considered a raid
