Suggestion Title: WarnID

How would it benefit the server: Help when people LTAP and for giving punishments when accepting 'report abuse' posts

Potential Issues/Exploits: N/A

Additional notes: I know this has been an issue for awhile and there has been no effort to sort it out for a long time, but it is extremely annoying when people LTAP and we have no way of giving them their warn, also as I now am able to handle 'report abuse' posts, when it comes to accepting the report and giving out the punishment it is hard to do, as all we can do is wait for them to come on the server, or use !warnid which I have done some testing on the server, by warning my own ID and basically it does not show up in the F6 rapsheet, but it does show up in the awarn_menu, I also realised, by warning myself 4 times, the !warnid warns do not go towards the warning threshold, meaning that warnid is practically useless. No one even checks warns through the awarn_menu. I understand that this will maybe take a lot of coding to fix, or if it is even possible to fix, but any effort and thought put into this will be much appreciated.
