Can someone please tell me why staff punish people who break the rules? Or why they are even there?

It is my understanding that rules are set in place to protect the average player's gameplay experience/rp experience, thus punishments given should be given when something hinders a player's gameplay/rp experience. If you can name even one person whos experience was hindered by him calling his friend black then by all means deny this however as far as I can see no one was offended/affected by it except people looking for an excuse to ban someone. And that would be if the statement was racist such as "you are black you can't swim" but the statement "you are black" is not racist in any way. If this isn't an absurd ban in your eyes then I don't know what is. Not to mention the subject of "kick for hacking, long ban for racism" still hasn't been addressed by any LT and of course not since how could they address such ludicrous logic.
