I wanted to point some things out in your application,

First,You can't actually go straight ahead to banning someone for Mass RDM unless they have atleast 5 recents prior or just depending on what they were.

Second,If the logs show that Player Y came back to kill Player X within the 3 minute period of NLR, you wouldn't really need proof and go from there.

Other than that your application is pretty good, by the comments you seem to have a good attitude although I would recommend being on everyday up to the meeting to have a chance at Moderator.

P.S its less confusing for us to have the recommended 2 week consistency on one server so we don't have to check all 3.
