You do have the 2 week consistency except your Application needs work, "I will let Player X go and warn Player Y for RDMing", You can't just go ahead and warn player Y, You first need to hear Player Y's story if he doesn't admit to RDM, than you would need player X to provide you with valid proof than if its valid you may warn Player Y.
