If a staff member has been demoted many times and have had many chances on another server, how can you fully trust him on another server again? And Bhavya has also been demoted on Murder as well

Anyways your activity is good and application as well, so just keep on playing.

he was only demoted for inactivity and he has a good activity now you can't keep it against him. He was a good staff member on murder so he can be trusted.
