There's a large difference between placing keypads in common areas and then placing them off the prop in odd ways to force a player movement, obviously with elevator bases and in this case there's a cargo crate in front of the elevator door used as the fading door. In this case, any where you place the keypad on that crate will more than likely impede a players movement but the reason this rule was implemented in the first place was due to much, much more tedious ways of players impeding raiders movement.
Also, when I talked to EMP about a base I thought was impeding player movement he felt it wasn't impeding it as the keypads were on the fading doors and not really impeding movement.
