If it's ssrp, then simply type
!content
Subsribe to all, wait for it to download. Close the whole game (not just from server)
Start garrysmod up again, wait a minute or two for it to download again (if it does)
And just rejoin the servers, and you should have it all.
Make sure to enable counter strike aswell
