Whoever told you that you are allowed to prop surf to build a base doesn't know what they're talking about lol. Of course you're not allowed to do that - aside from the fact it's in the rules, it also gives you an unfair advantage over other players.

That's like saying admins are allowed to noclip to build their base lol.
