I have spoken with the Administrator who warned you and we decided to Deny this appeal. You, as an innocent, shouldn't throw random incendiaries in populated places like the top of the tower. As Bananaslanger states, the guy you killed didn't kill anyone else before. You probably killed another guy and should have been more careful to where you throw grenades.
