I'd prefer a LT to handle this considering some LT think this should have been accepted

Story/Situation - I was walking around, heard him say he was going to kill someone:
"I'm going to kill you..."
So in response, I arrest him then he warns me for RDA.
Last time I checked there was some sense of RP on this server so....
