Suggestion Title: handle ban appeals better

How would it benefit the server: eh, something along the line of people won't get improperly banned?

Potential Issues/Exploits: none

Additional notes: the system will be pretty easy, the handling staff member goes to the appealer, asks for the full story, then the handling staff member goes to the banning admin, asks for the full story, compares the 2 story's, explains to the appealer the other admins story, if the story's are the same then the banning admin has judgement on unban, if story's are different you would question people which were in the channel/server/area during the ban about what happened, chances are they will confirm either the banning admins story or the appealers story, if the banning admins story is confirmed then user stays banned if appealers story is confirmed then user get unbanned.
doing this because morgan lied to keep me banned and how shit gets handled is they just chit chat for 1 minute and put a fat denied sign on appeals making it impossible to do anything considering you can't record on teamspeak.
