Bhop Changelog 14/01/2023

+ Added missing workshop content
+ Added new Voice Chat panel system
+ Added new VIP system (!vip)
+ Added missing functionality for staff promotions/demotions
+ Added missing custom ranks

· Changed Fadmin code to support the latest pointshop changes
· Changed team colors (bunnies, spectators)
· Changed spectating code to set the correct OBS mode and allow instant response when changing modes
· Changed spectating code to correctly reflect the on death event for the proper functionality of the new VIP system
· Several other changes, fixes and typo corrections

- Removed a duplicate meta function that was causing issues with VIP checks
- Removed old VIP code
- Removed old Voice Chat code
