In my opinion, users should have the option to say that the F1 wasn't handled as they would have wished. I think there are way more grateful users who would love to state their appreciation for what the staff team does.

This could also be heavily abused by friends of staff making false F1's. Once the staff member TPs to them, the friend will say "nvm" and the staff will mark it as done. Then the friend will just click great and the staff member gets cash and an F1 for nothing. Then the cycle will repeat. I don't see this working.
