If users don't like the staff member handling their F1, they can easily just say it was handled badly even if it was handled perfectly. Then the staff member just wasted their time on that F1 because it doesn't count towards their F1 count + they wouldn't get anything for doing it.
I don't see this ever happening on ZARP seeing how much backlash the giveaway for the most F1's got.
