Yes you may have been staff in the past but that does not mean you can go around the rules that are in place. Such as that you have to attend your first meeting as a moderator while holding your current position before you can apply for admin. This rule is in place so that you have to spend at least two weeks as moderator before becoming an administrator.

Feel free to reapply after you have attended your first meeting as your current moderator position.

Incorrect, you must at least attend a meeting to apply for admin. Nowhere does it say at what time nor when he can as he's already attended a meeting in the past.
