The more 'acceptable' way of punishment is to ensure fairness - this means you should check their rapsheet for any recents of breaking such rule, if you verbally warn a repeat offender, the chances are they'll continue to do so because they got off lightly.
Other than that you do make a lot of reports, you're known within the community and I don't really see why you shouldn't be moderator.

My responses for verbal or normal warn does depend on repsheet which I should've mentioned in my application. Also Applying for moderator or admin is particularly easy compared to the dedication needed to get SA+ which is what I meant by the chat quote. thank you for the feedback and I hope I have cleared up any sore spots
