The more 'acceptable' way of punishment is to ensure fairness - this means you should check their rapsheet for any recents of breaking such rule, if you verbally warn a repeat offender, the chances are they'll continue to do so because they got off lightly.
Other than that you do make a lot of reports, you're known within the community and I don't really see why you shouldn't be moderator.But then again, you do overlook the dedication.
