He said it himself, that he spectates more than he ACTUALLY plays. I know this for a fact because he does the same in TTT. I see absolutely nothing bad about it, this is actually BETTER for the server than him just playing, as hes SACRIFICING HIS OWN TIME to keep the server clean.

He isn't, so to say, AFK or anything, he's simply monitoring while spectating. This is actually, as I said before, WAY BETTER Than someone who has their Game-tracker up, because he's not so to say a player, he's more so an actual staff member.
