Because to my knowledge, I thought nobody had seen me throw an EMP grenade. I had turned my back immediately after I had thought nobody saw me do it to the NPC to make it look like I was using it hence, "roleplay". My intention wasn't to bait people into breaking a rule, it was merely to exercise my roleplay right but made a mistake as I thought he didn't see me throw it. I've unwarned him, and apologized multiple times, yet somehow they still want to report me.
