I cannot understand some of Morgan's comments here. Why would you warn someone when you weren't even interacting with the NPC? You can't obstruct access to something you're hardly even trying to access, even Tyler said it can only be warnable if you actually attempt to interact with the NPC. Raiding the PD by using EMP nades only to then hide near an NPC and warn whoever tries to kill you... I find that a very low move.
