I dont understand tho, they owned 1 set of doors in the area and suddenly its a district base? There was NO signs saying it was a district base, NO signs saying it was a KOS area and I was NOT AWARE that this area was kos'able. I was verbally warned in the past for killing someone near my base because i didnt NOT have a kos sign up and I believe my f1 was handled wrongly.

In your case you deserved the verbal warning because you did NOT claim the DISTRICT. These guys owned all the doors inorder to CLAIM the DISTRICT, therefor the district is THEIR PROPERTY. And we all know you can get KOS'ED on someone's property.
