Ill use the same example as I did before.

Basically u can kill him because ur raiding and if u were raiding a district base ur not gonna not kill someone because they are 'trying to access the npc' your gonna raid them and kos all.

It works the same with the pd.
However different if you are a cop since you cant raid it.
