1. There WAS an arrest attempt. The police force works TOGETHER, and the cop on Clarky's perspective was actively trying to arrest him, WITHOUT luck, this means Clarky had to whip out a gluon and sent the prankster back to spawn.

2. This was during a nuke, and you see a wanted criminal running with a deadly gluon gun, well then, my good sir, you are gonna get sent back to spawn.
