Don't call out a false KOS on someone out of a grudge from a previous round. It is clearly stated in the rules that false KOSing is unacceptable, and although it is always nice for staff to make a report and let you explain yourself, they are not under any form of obligation to do so, especially when they are 100% sure that they did nothing KOSable which, in this case, as you have already said, Chienman did not.
Calling a false KOS ruins the game for everyone, the round for the person the KOS is on because they lose their round (a T round in this case), and those who follow through on the KOS, as it will lower their karma if you have KOSed an Innocent.
