Normally your probably right but these are not normal circumstances. This is ZARP and we are fairly unique in how we do things and because of that we are able to operate an environment that allows people who might not have development knowledge to be able to contribute to the server in their own ways. Be that managing player interactions and the staff team or by working with the development team to contribute ideas and be the voice of the staff team for those items they would add. This isn't the old days when it was just Chute and I who could code. Their are quite a few competent developers in the community that I'm sure would love to help and there are some really cool things planned for the PS servers it just takes time for how big of plans they are.
