You can kill anyone in the PD while raiding except if they are in the CELLS so please go and read the rules.

Lol you cant kill them in the lobby or else you would be blocking access to the npc

I don't know what to make of the situation with Flex besides that's a really mean thing to do but you might be right that Ezehhz was being corrupt by letting Flex get away with murder 2x
