Bottom line is that almost everything has a degree of subjectivity so like how racism can be subjective bullying is subjective and when something is subjective the only way to reach a conclusion on its political correctness is by evaluating what conclusion has the most public support. In this case the public is ZARP's community so whether Morgan's actions are bullying or not is down to the community to decide. However the community trusts the staff team to make a decision on their behalf, similarly to how a representative electoral system works and since the staff team decided to deny the report it means that the community should be regarding Morgan's actions to not be bullying. There will always be arguments to this but a verdict has been reached so this is one of the few times I agree that Morgan is in the right.
