Bullying is a lot more subjective, and in this case the staff team apparently decided this situation would not be classed as harassment. You can say a lot about how double that is, but in a democratic community such as this one that's unavoidable.
Racism is actually incorrectly defined here, Racism is clearly very subjective since a fair argument can be made for full usage of the N-word and likewise a fair counter-argument can be made its just that the counter argument is more publicly accepted but if you really think about it Racism is the belief that a race is superior to another one so really a word cannot be inherently racist. It can however have racist connotations or history but that does not necessarily mean that usage of the word is racist, it simply means it is insensitive to do so. And the origin may not actually be as clear as you think but that is an argument for another day.
Bottom line is that almost everything has a degree of subjectivity so like how racism can be subjective bullying is subjective and when something is subjective the only way to reach a conclusion on its political correctness is by evaluating what conclusion has the most public support. In this case the public is ZARP's community so whether Morgan's actions are bullying or not is down to the community to decide. However the community trusts the staff team to make a decision on their behalf, similarly to how a representative electoral system works and since the staff team decided to deny the report it means that the community should be regarding Morgan's actions to not be bullying. There will always be arguments to this but a verdict has been reached so this is one of the few times I agree that Morgan is in the right.
