Like fred said I think you should apply for moderator first to gain trust because of your denial reasons last time and the fact that you got denied trying to apply straight for admin. Which shows that a majority of the staff team don't trust you enough. In my opinion applying for moderator instead of admin would show that you're willing to work and gain some trust back.
