Users may name people that they do not wish to handle the appeal. If the appealing user states that they do not wish certain staff members to handle the appeal those staff members should refrain from dealing with the appeal.

You can name as many staff members as you want when making an Appeal. For reports, you cannot name anyone though it is logical that the staff member will respect your request and refrain from handling it.

As for the report, I'll have a talk with him as such behavior isn't tolerated.
